Begin by turning your PC into a web server. Go to the Windows taskbar, search for "Turn Windows Features On or Off," and then select the option when it appears.
Find "Internet Information Services" from the features list, then select "OK." This will create the 'inetpub' folder in your C drive. Next, search for and open "Command Prompt."
Enter the "ipconfig" command and search for the "IPv4 Address" listed under your PC's current internet connection. There will be a number next to it that you’ll need later.
Once you have it, download a custom application called GamePadtoPC and unzip the software. Open a second window into your C drive and navigate to C\:inetpub\wwwroot.
Drag the file contents in the 'GamePadtoPC' folder you just extracted into the "wwwroot" folder. Open the file labeled 'index.html' using a text editor like Notepad.
Find the line "script src="http://192.168.1.2:8080/nowjs/now.js">" and delete the IP address in the center. Replace it with the one that was next to the IPv4 Address and save it.
Double-click the files labeled 'replugin.bat' and then "simpleserver.bat." The software should be fully installed and your PC is ready to connect to the GamePad.
Turn on the Wii U and use the GamePad to access the console's internet browser. Type http://[ the number next to your IPv4 Address]/wiiu/ into the search bar.
